A zemstvo (Russian: земство; IPA: [ˈzʲɛmstvə], plural zemstva - Russian: земства) was an institution of local government set up during the great liberal reforms carried out in Imperial Russia by Emperor Alexander II of Russia (reigned 1855-1881).
